A project was undertaken last year to reconstruct Stephen Dr. in Etobicoke, which runsĀ  from The Queensway to Cannon Rd. The plan was to install a new asphalt surface and curbs, with bike lanes, gutters and sidewalks. The project was supposed to be completed in June, and yet still remains unfinished!

The city blames Bell and Rogers for the delay. They've apparently requested that the telecom companies relocate below-ground wiring in the area, so that the sidewalk construction can take place. Amazingly, both Bell and Rogers acknowledge the issue, but they blame the city, saying that the scope of the work has changed, and that the 'bike path' that effects the wiring wasn't in the original plans, and does not yet even have a permit to be completed.

So, whoever is to blame, here's what it's come down to: unless there is some decent weather in the next couple of weeks and the wires are able to be relocated, the city will have to install temporary asphalt, and then dig it up next spring before the concrete sidewalk can be installed.

Basically what it comes down to is a lot of wasted time and money. I feel sorry for anyone on or near Stephen Dr that is affected by this!
